The Romulan Star Empire was the ruling government of Romulan controlled space, until the late 24th century when Donatra and a fleet of ships loyal to her took over Archernar Prime and formed the Imperial Romulan State. The Empire is located primarily in the Beta Quadrant and was formed with the conquest of many star systems. The Empire's expansionism would be halted after the Earth-Romulan War with the establishment of the Neutral Zone.
