A Skyhook is any large repulsor craft that floats above a planet but remains in the planet's atmosphere. A skyhook can also be teathered to a planet and are usually enclosed. They can be found on heavily populated planets like Coruscant.
During the time of the Grand Republic, skyhooks were illegal due to the fear of a repulor systems failure, which would send the skyhook crashing to the planet, however, this only happened about once every century.
During the time of the Galactic Empire, they became legal once more. Even the Emperor owned one. They remained legal still when the New Republic took control.
